Relating to transportation; requiring the commissioner of public safety to adopt
rules for persons enrolled in driver education programs to include instruction
of defensive driving training and requiring the inclusion of defensive driving
techniques in the drivers manual; authorizing the commissioner of public safety
to request curriculum development assistance and use donated materials from any
organization with experience in traffic safety issues, exempting rules from
certain rulemaking requirements
