protect, support and enhance human health, the environment and economic
development; specifying composition and duties of the council; requiring the

promotion of chemistry and chemical engineering involved in the design of
products to reduce or elimination risks to health or the environment through the
reduction in use or generation of hazardous substances; requiring the advisory
