2E Relating to transportation

ARTICLE 1 - TRUNK HIGHWAY BONDING

Relating to
transportation purposes; appropriating money to the commissioner of
transportation (DOT) for construction of a new district headquarters facility in
Mankato, to match federal funds to assist in the completion of trunk highway
#610 as a four lane freeway from trunk highway #169 to I-94, for the trunk
highways #61/50 corridor study and mapping, for environmental study, corridor
study, mapping and right of way acquisition for the French Rapids bridge over
the Mississippi River north of the city of Brainerd, for a grant to the north
metro I-35W corridor coalition for a study of proposed highway improvements in
Lino Lakes; authorizing the sale of state bonds

ARTICLE 2 - DEPOSIT OF MOTOR
VEHICLE SALES TAX REVENUES

Creating a transit fund; modifying the percentage of
motor vehicle sales tax revenues required to be deposited in the highway user
tax distribution and the metropolitan area and greater Minnesota transit funds;
modifying the proposed amendment to the Minnesota constitution, article XIV to
dedicate motor vehicle sales tax revenues to highway and transit purposes,
providing for ballot placement by the secretary of state

ARTICLE 3 -
TRANSPORTATION POLICY

Modifying a certain provision regulating financial
assistance from the town bridge account for engineering costs purposes,
requiring the net tax capacity limit to be annually adjusted for inflation;
authorizing the reconveyance of real property to the former owner with the
consent of the court; authorizing and providing for the issuance of disabled
veterans personalized gold star family plate motor vehicle licenses for certain
qualified military service veterans, requiring commissioner of veterans affairs
issuance, exempting certain qualified persons from plate fee charges and annual
registration fees, requiring commissioner design, specifying a transfer fee;
requiring electronic notice to registrar of motor vehicle dealership purchase of
vehicle to be dismantled or destroyed; allowing the cancellation of motor
vehicle security interests upon lien satisfaction under certain conditions;
granting towing authority to certain authorized employees of the department of
transportation within the eight county metropolitan district under certain
conditions; modifying certain notice requirements to vehicles owners and lien
holders relating to retrieval of contents of impounded vehicles; authorizing a
unit of government or impound lot operator to establish a reasonable procedure
for retrieval of vehicle contents; modifying the definition of motorized foot
scooter; expanding the definition of recreational vehicle combination to
motorized golf carts; granting towing authority to certain authorized employees
of the department of transportation within the eight county metropolitan
district and authorized private towing companies; authorizing the department of
transportation (DOT) to order a tow after preparing a written towing report;
prohibiting exhibition driving; clarifying provisions relating to unauthorized
racing as reckless driving; authorizing the use of communication headsets by
firefighters operating fire department emergency vehicles responding to
emergencies; expanding certain child passenger restraint system and seat belt
use requirements, exception for school bus (type III vehicle) drivers; making
seat belt use violations a primary offense by authorizing peace officers to
issue citations without observing a moving violation, expanding the seat belt
use requirement to all passengers in a motor vehicle and increasing the fine for
violation; expanding routes available for use by vehicle combinations; modifying
certain provisions relating to towers; modifying certain provisions relating to
motor vehicle forfeitures and fees for information releases; modifying the
definition of conviction; clarifying and modifying certain provisions relating
to the use of seat belts by passengers in vehicles operated by instruction
permit and provisional drivers license holders; placing restrictions on
provisional driver license holders; modifying license content requirements;
requiring the commissioner of public safety to adopt rules to require driver
education programs to include a minimum number of minutes of instruction
relating to organ and tissue donations; modifying cancellation of drivers
license provisions for inadequate application information; authorizing the
commissioner of public safety to suspend the license of a driver for attempting
to pay vehicle taxes or fees by means of a dishonored check issued to the state
or a deputy registrar; providing for certain advertising devices adjacent to
roads under certain conditions; prohibiting grossly excessive pricing for retail
gasoline sales; declaring the operation and maintenance of airports as an
essential public service; denying state airports fund assistance to local
government units adopting comprehensive plans incompatible with the state
aviation plan; requiring sellers of real property located in certain safety
zones to disclose to buyers the existence of airport zoning regulations
affecting the property; authorizing towns to contract for the construction or
maintenance of a town road without competitive bidding under certain conditions
under the uniform municipal contracting law; expanding certain duties of the
metropolitan council relating to special transportation service requirements;
requiring and providing for the commissioner of public safety to conduct a child
passenger restraint law awareness campaign including information on no cost
restraint systems availability; requiring the commissioner of transportation
(DOT) upon assurance of adequate nonstate funding to erect a specific service
sign on a certain area of trunk highway #52 near a certain intersection in
Olmsted county, specifying sign requirements; requiring actions concerning the
proposed constitutional amendment relating to motor vehicle sales tax revenue
distribution to be filed with the state supreme court; requiring the
commissioner of transportation (DOT) to evaluate the current and long range
state transportation needs and investigate strategies to meet the needs,
specifying study requirements; requiring the commissioner of transportation
(DOT) to report to the legislature on public and private work costs of trunk
highway construction and to study public transportation needs in greater
Minnesota and by a certain date to provide a report to the legislature;
eliminating the sunset provision requiring the commissioner of public safety to
suspend the program to verify insurance coverage through sampling; requiring the
commissioner of public safety to amend rules to provide for the minimum
instruction requirement relating to organ and tissue donation; requiring the
commissioner of commerce to adopt rules using an expedited process for purposes
of defining grossly exceeds for gasoline retail pricing
