Providing for the reorganization of state services relating to protection of the
environment and of farmland and the management of natural resources to achieve
certain goals and outcomes; requiring the governor to convene a task force
consisting of certain facilitators and groups for completion of certain
recommendations by a certain date; requiring appointment of certain task force
representatives to a joint committee to develop a recommendation for a
governmental structure, specifying certain recommendation requirements and
requiring submission of a recommendation for reorganization to the governor and
legislature by a certain date; requiring and providing for the establishment of
employee participation committees within the affected agencies, specifying
certain duties relating to implementation of the reorganization; abolishing the
department of natural resources (DNR), the office of environmental assistance,
the pollution control agency (PCA) and the water and soil resources (BOWSR),
environmental quality (EQB), harmful substances compensation, petroleum tank
release compensation and agricultural chemical response compensation boards and
abolishing certain powers and duties of the departments of agriculture, health,
trade and economic development (DTED), public service and transportation (DOT);
requiring the governor to include an amount to cover the functions performed and
services provided by the abolished agencies in the budget for the next biennium,
