Authorizing local authorities to implement a program to allow police officers to
issue a citation to a motor vehicle owner or lessee for violations detected with
the use of an automated traffic enforcement system (photo cop); defining
automated traffic law enforcement system and recorded images; prescribing
penalties; providing for the crediting of fines to local authorities general
revenue funds; restricting the use of data; prohibiting a contract with a
private entity for operation of a program from basing payment to the private
entitiy on the number of citations issued
