Relating to the financing of state government, making supplemental
appropriations and appropriation reductions; appropriating money to the
commissioner of human services for the adoption assistance and relative custody
assistance programs, to the commissioner of health for the poison information
centers, to the health related licensing boards, to the department of
agriculture for the state meat inspection program, to the pollution control
agency (PCA) for administration of the wastewater infrastructure fund (WIF)
construction program, to the board of water and soil resources (BOWSR) for
professional and technical services to replace wetlands, to the metropolitan
council for transit preservation and expansion, to the commissioner of public
safety for the state match of federal disaster assistance funds; to the
commissioner of natural resources (DNR) for Mille Lacs treaty litigation costs,
to the campaign finance and disclosure board for certain legal costs and to the
gambling control board for workers compensation claims; reducing appropriations
to the commissioner of human services for medical assistance (MA) basic health
care and economic support grants and to the Minneapolis employees retirement
fund (MERF); modifying certain prior appropriations to the commissioner of
children, families and learning for adult basic education and early childhood
family education aids and appropriating money to the commissioner for adult
basic education supplemental services; providing for additional ECFE aid for
certain school districts; increasing a certain prior appropriation to the
commissioner of administration for maintenance of the former corrections
facility at Sauk Centre, a certain prior appropriation to the commissioner of
children, families and learning for the management and support services program
to pay certain litigation costs and a certain prior appropriation to the
commissioner of administration for office space costs of the legislature and
veterans organizations, for ceremonial space and for statutorily fee space;
authorizing certain payments by the commissioner of finance to the federal
government to maintain the federal tax exemption of judgment bonds; requiring
the crediting of state license and service fees to the general fund under
certain bonding conditions; specifying the term and fees for managing general
insurance agents licenses; increasing hunting and fishing license fees;
appropriating money to the commissioner of natural resources (DNR) for
operations support and for fish and wildlife management; modifying the
determination of building lease aid for charter schools and certain adult basic
education program requirements and aid provisions, setting a state total adult
basic education aid amount and limit for school districts, requiring direct
payment to the fiscal agents of approved programs; increasing the penalties for
violations of child labor laws; allocating correctional fees collected from
criminal offenders supervised by corrections department agents to the county
treasurer of the county of supervision; requiring the crediting of certain
health care cost payment or reimbursements and lottery proceeds to the general
fund under certain bonding conditions; modifying a certain provision under the
Minnesota family investment program providing for recovery of assistance
payments, restricting the recovery of MFIP assistance to the cash component and
modifying certain recovery method and recoveries retention requirements;
clarifying the effect of a certain prior repealer on certain rules or fees (ra)
