Relating to education; requiring legislative approval of state agency contracts
relating to transitional or employment related training or education including
school to work and vocational education programs; requiring the scope and
sequence of curriculum in kindergarten through grade 8 to focus on core academic
knowledge, restricting the offering of courses on career options to students in
grades 9 through 12; specifying certain basic skills requirements for students
participating in work based or service learning, career and technical,
apprenticeship or transitional programs, requiring passing scores on the basic
skills tests for secondary student participation under the Minnesota youth works
act or in local education and employment transitions systems, specifying
authorized program curriculum for students in grades 9 through 12, requiring
students in the 11th and 12th grades to be allowed to emphasize either
vocational training or academic curriculum or both, requiring parental notice
and information relating to certain employment and safety laws for student self
transport to vocational training sites; requiring parent or guardian consent for
student participation in employment related programs; repealing a certain
provision authorizing school districts to require students to develop and
maintain lifework development plans and certain goals under the education and
