Requiring the commissioner of public safety to establish a pilot program to test
the feasibility and desirability of using photographic evidence as a basis for
issuing citations for failure to obey traffic signals; authorizing commissioner
grants to the city of Minneapolis and a certain number of additional cities to
be selected by the commissioner from grant applicants to plan and implement
photographic systems, specifying certain proposed program grants eligibility
requirements; requiring the commissioner to adopt standards for the design,
specifications and operation of photographic equipment used under the program;
applying certain arrest, citation and conviction provisions to citations written
under the program; requiring the commissioner to report the results of the pilot
program to the legislature by a certain date; authorizing participating cities
to establish a schedule of fines for violations detected by photographic
equipment under the pilot program (mk)
