Requiring the commissioner of public safety to install, administer and maintain
in the department a computerized database records system for reports of
delinquent traffic offense fines and judgment debts and related information for
access by the commissioner or deputy registrars receiving applications for motor
vehicle license plates or tabs for checking purposes before issuance,
prohibiting issuance in delinquent fine or judgment cases, requiring notice to
applicants on finding delinquencies of the court accepting payment of the fine
or judgment; requiring design of the system to allow courts to report and update
the database; prohibiting access fees or charges; providing for reapplication by
applicants after satisfaction of fines or judgments; expanding the
responsibility of district court administrators to keep records of traffic
violations to parking violations and eliminating the penalty for failure to
comply; specifying certain delinquent fines issuance and payment reporting
requirements of district court administrators; imposing a surcharge on traffic
violation fines and judgment debts for reimbursement by the commissioner to
deputy registrars for transaction costs, prohibiting the issuance of arrest
warrants for nonpayment of certain fines; requiring copies of uniform traffic
tickets provided to violators to include a notice specifying the consequences
for failing to respond to the ticket or to pay imposed fines; appropriating
money to the commissioner for system implementation purposes and to the supreme
court for the records reporting system; requiring the commissioner in
cooperation with the commissioner of administration and the chief justice of the
supreme court by a certain date to submit an evaluation of the effectiveness of
