nonprofit corporations or government agencies to increase the availability of
emergency and transitional housing for homeless; runaway or thrown away youth at
risk of being prostituted or currently being used in prostitution, specifying
grant eligibility and application requirements, requiring a commitment to help
and a plan to encourage the youth to either reconnect with family or transition
