Prohibiting the application of fertilizers containing the plant food phosphorus
to turf or to impervious sites in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott
or Washington (the metropolitan area) counties under the fertilizer, soil
amendment and plant amendment law, exceptions, placing certain restrictions on
the exceptions and defining turf; requiring certain consumer information
relating to fertilizers containing phosphorus at points of sale after a certain
date; requiring the commissioner of agriculture in consultation with the
university of Minnesota extension service, fertilizer industry representatives
and other interested or affected parties to produce the consumer information for
posting and distribution at retail points of sale and placing responsibility on
the commissioner for implementation of a training program on proper posting and
distribution; modifying a certain factor causing adulteration of fertilizers
relating to composition; authorizing the commissioner after a certain date to
assess an administrative penalty for violation of the prohibition or the
information requirements (je)
