St. Paul college to promote student preparation and enrollment in postsecondary
education through partnerships with high schools and school districts;
authorizing suburban and rural pilot programs; requiring a legislative report;
authorizing an appropriation transfer by the office of higher education and
appropriating money to Metropolitan state university, Minneapolis community and
technical college, St. Paul college and for pilot programs
