Relating to transportation; setting mandates for increasing the proportion of
flexible fuel vehicles; providing for cost recovery of investments in plug in
hybrid electric vehicles (PHEVs) to the electrical grid; establishing the plug
in hybrid electric vehicle (PHEV) task force; requiring a notice by the
commissioner of administration in state procurement policy bid documents of the
intention of the state to begin purchasing PHEVs as soon as commercially
available; appropriating money to the commissioner of commerce for a grant to
the automotive engineering program at Minnesota state university Mankato for the
purpose of retrofitting a certain number of flexible fuel vehicles to operate as
PHEVs; establishing the Ford plant enhancement commission; requiring the public
utilities commission (PUC) to open a proceedings to investigate how utilities
can best develop the infrastructure to connect plug in hybrid electric vehicles
to the electrical grid; requiring the PUC to contract with a firm selected by
the commissioner of commerce for an independent study of PHEV and utility
economics
