Establishing the universal prescription drug program; prohibiting certain
duplicative services; requiring the commissioner of human services to establish
and administer a prescription drug bulk purchasing program by a certain date;
defining certain terms; specifying eligibility; providing for participating
pharmacies; providing for payments to participating pharmacies; requiring the
commissioner to establish an annual sliding scale enrollment premium;
establishing the universal prescription drug program special revenue fund in
the state treasury for pharmacy reimbursement; requiring the commissioner to
present an implementation plan by a certain date merging the universal
prescription drug program with other duplicative coverage programs; providing
for the collection of drug costs by collateral sources under certain conditions;
providing for collateral source negotiation and reimbursement; requiring the
commissioner to develop a premium structure, requiring a report to the
legislature by a certain date
