specifying certain duties of the board of school administrators relating to
expanding candidate licensure requirements to include graduate gifted and
talented preparation, requiring opportunities for gifted and talented training
for administrators seeking relicensure; requiring review and approval of
traditional preparation programs for school administrators focusing on gifted
and talented student programs and services; specifying college and university
requirements for gifted and talented school administrators; requiring higher
education systems approved by the board of teaching to include a certain amount
of teacher instruction in teaching gifted and talented students; specifying
certain relicensure requirements and certain preservice training for teacher
candidates; specifying certain graduate preparation requirements for specialists
and coordinators, allowing board advisory role in reviewing alternative graduate
level programs and continuing education programs for specialists and
coordinators
