Providing for local government units to recover on behalf of the public the
environmental and public infrastructure costs of major private construction
projects located in more than one local unit; specifying qualifying projects;
requiring and providing for the environmental quality board (EQB) to conduct an
assessment of need upon application by a certain number of governmental units;
requiring the board to impose a charge on the owner or operator of the qualified
project to compensate the governmental units for costs imposed, specifying a
maximum amount, public hearing requirement; providing for collection of the
charge, for owner or operator objections and for appeal to the district court by
aggrieved persons or governmental units; requiring deposit of the charges in the
general fund for distribution; appropriating money to the commissioner of trade
and economic development (DTED) and authorizing the issuance of state bonds for
grants to cities and counties for mitigation of the adverse impacts of the
increased railroad activity within the DM E railroad corridor, providing for
allocation to the cities of Winona, Goodview, Stockton, Lewiston, Utica, St.
Charles, Dover, Eyota, Rochester, Byron, Kasson, Dodge Center, Claremont,
Owatonna, Waseca, Janesville, Eagle Lake, Mankato, New Ulm, Sleepy Eye, Cobden,
Springfield, Sanborn, Lamberton, Revere, Walnut Grove, Tracy, Garvin, Balaton,
Tyler and Lake Benton and to the counties of Winona, Olmsted, Dodge, Steele,
Waseca, Blue Earth, Brown, Redwood, Lyon and Lincoln (mk)
