Providing a safe place for newborns; authorizing mothers of newborns to leave
the newborn at a hospital emergency room, providing for certain protections;
requiring hospitals to accept unharmed newborn babies left at emergency rooms,
providing for an identification linkage for later reunification purposes;
requiring the hospitals to inform local welfare agencies, police departments or
county sheriffs within a certain number of hours following the departure of the
mother; providing for hospital and agents immunity from criminal or civil
liability; providing for county and law enforcement agency response; specifying
the procedure for requested reunification; authorizing the commissioner of human
services to collaborate with the attorney general and the county attorneys
association to produce a pamphlet or similar informational material for
distribution to hospitals; providing a defense to prosecution for defendants
voluntarily leaving an unharmed newborn child at a hospital emergency room (ra)
