Relating to finance; proposing an amendment to the Minnesota
constitution,
article XI to dedicate a certain percentage of state lottery receipts to the
heritage enhancement fund, the parks and trails fund, the clean water fund and
the arts, humanities, museum and public broadcasting fund; creating the arts,
humanities, museum and public broadcasting fund, heritage enhancement fund,
parks and trails fund and clean water fund in the state treasury; requiring
appropriation by law and dedicated use; requiring proposed amendment voter
submission at general election; establishing the heritage enhancement fund in
the Minnesota constitution, article XI and creating the heritage enhancement
council, prescribing duties, membership and administration
