Modifying certain provisions governing nursing facilities; qualifying a certain
nursing home minimum nursing staff requirement, applying the requirements only
until adoption by the state of a minimum data set resource utilization grouping
based case mix system; expanding the definition of project construction costs to
new technology for nursing home bed moratorium purposes; expanding the
definition of eligible nursing home to boarding care facility for transition
planning grants eligibility purposes; defining wages for supplemental nursing
services agency maximum charges regulation purposes; initial rate notices with
compensation plan approval pending to be considered the finalized rate notice
for nursing facility rate increase purposes; creating an exception to the
planned closure rate adjustment prohibition for facilities closing without a
closure plan; restricting the implementation of resident reimbursement
classifications under the case mix system; authorizing use of initial rate
notices sent to nursing facilities to satisfy the requirement to notify private
paying residents of rate increases, requiring settle up of differences with the
residents in final rate notice difference cases (ra)
