Requiring children in need of protection removed from the home to be placed with
relatives upon parent request; specifying certain requirements of peace officers
or social service agencies for placement of the child with a suitable person
other than a relative, requiring good faith attempts to place the child with
relatives and certain findings and documentation; requiring a juvenile court
hearing in cases of inability to place the child with a relative within a
certain number of hours of removal; authorizing civil actions in district court
for law enforcement agency noncompliance with the requirements (ra)
