zone in a certain geographic area and to establish upper harbor redevelopment
tax increment (TIF) districts and projects within the zone, specifying certain

issue general obligation bonds to finance redevelopment, business relocation and
land and structure acquisition costs; creating the upper harbor redevelopment
fund and specifying the priority of payments from the fund; appropriating money
