Relating to educationARTICLE 1 GENERAL EDUCATIONProviding for the computation of
general education revenue for charter schools in the first year of operation;
modifying the required uses of integration revenue, requiring filing of
desegregation plans with the department of children, families and learning;
imposing a budget approval process requirement for the receipt of integration
revenue by school districts other than the school districts in first class
cities; specifying certain desegregation plan component requirements; modifying
the integration revenue formula and the payment of integration aid to
alternative attendance programs; clarifying the regional and district equity gap
formulas; modifying the learning and development revenue formula, changing the
definition of instructor to classroom teacher, defining class size and requiring
use of the revenue to reduce class size in grades K-3, modifying authorized
uses; clarifying certain referendum and statewide average revenue requirements;
repealing the Minnesota education finance act of 1992 ARTICLE 2 SPECIAL
PROGRAMSExpanding the authorized use of Indian scholarships and the membership
of the advisory board for the office of desegregation integration; modifying
certain school district assurance of compliance requirements; clarifying a
certain prior appropriation to the commissioner of children, families and
learning for magnet school grants; repealing a certain rule ARTICLE 3 LIFEWORK
DEVLOPMENTChanging secondary vocational disabled revenue and aid to transition
disabled revenue and aid; extending the availability of certain prior
appropriations to the commissioner of children, families and learning for
education and employment transitions program grants ARTICLE 4 FACILITIES AND
TECHNOLOGYAuthorizing school districts to deposit proceeds from the sale or
exchange of school buildings or property in the general fund reserved for
operating capital account instead of in the capital expenditure fund ARTICLE 5
EDUCATION EXCELLENCE Clarifying the authorized sponsors of charter schools and
authorizing boards designated by higher education institutions to vote on
formation of the schools; specifying an annual deadline for charter school
developers to submit proposals and affidavits to the commissioner of children,
families and learning for review and a time limit for the commissioner to
complete the review and grant new charters, authorizing the commissioner to
appoint a review committee to assist in the review process; providing for
exception to charter school financial requirements and for reduction of state
aid to charter schools employing unlicensed teachers; modifying the charter
school termination procedure; specifying certain health and safety requirements
for buildings leased by charter schools and establishing an annual deadline for
application for building lease aid; modifying charter school eligibility for
integration revenue ARTICLE 6 OTHER PROGRAMS Changing the deadline for the
commissioner of children, families and learning to submit certain advanced
placement (AP) and international baccalaureate (IB) programs information to the
legislatureARTICLE 7 NUTRITION PROGRAMS Modifying eligibility criteria for fast
break to learning grants by the commissioner of children, families and learning
ARTICLE 8 LIBRARIESExtending the availability of a certain prior appropriation
to the commissioner of children, families and learning for the library for the
blind and physically handicappedARTICLE 9 EDUCATION POLICY Requiring the board
of teaching to adopt rules for granting temporary teaching licenses to certain
teachers from other states; requiring school districts and charter schools to
request criminal history background checks on hired nonlicensed community
experts and to verify completion of the checks to the board of teaching;
modifying certain requirements for superintendent basic standards test reports
to the commissioner of children, families and learning; specifying certain
standards for school district audits; requiring the calculation of amounts
necessary for school district severance pay reserves according to the department
of children, families and learning instead of the advisory council on uniform
financial accounting and reporting standards (UFARS); clarifying certain school
district student transportation and school bus safety requirements; modifying
the formula for the transportation reduction in first grade preparedness revenue
paid to charter schools and the learning year programs summer transportation
