fertilizer, soil amendment and plant amendment law, defining anhydrous ammonia
as a compound formed by the chemical combination of nitrogen and hydrogen in a
certain proportion and tamper as certain activities including use, delivery,
receipt, sale or transport relating to equipment, facilities or containers;
limiting causes of action by tamperers for damages; prescribing criminal
penalties for violation; authorizing prosecution or conviction of multiple
offenses relating to the crime of neglect or endangerment of a child,
authorizing the court to provide for consecutive sentencing for another crime
committed as part of the same conduct; increasing the penalties for theft of
anhydrous ammonia; imposing criminal penalties for placing booby traps in
