endorsement provisions to the federal definition; providing an operator drivers
license exemption for commercial motor vehicles operated on behalf of the
federal government; requiring motor vehicle commercial operators to notify the
department of public safety division of driver and vehicle services of
convictions in conformance with federal regulation; requiring notification to
employer of conviction for violation and license suspension for violations;
making motor carrier out of service orders conform to federal regulation for
enforcement purposes; making monetary penalties for railroad-highway grade
crossings of motor carrier violations conform to federal law; conforming state
trooper law enforcement powers and duties to federal regulation regarding
uniform out of service criteria
