E Modifying and repealing certain education provisions ARTICLE 1 CURRICULUM AND
ASSESSMENTEliminating certain school board curriculum, instruction and student
performance annual report content requirements relating to advisory committee
membership ARTICLE 2 STUDENT RIGHTS, RESPONSIBILITIES AND BEHAVIOR Clarifying
certain child immunization statement requirements, requiring the statement to
include the day of additional immunizations; clarifying the definition of person
enrolled in any elementary or secondary school for immunization requirements
purposes; eliminating a certain requirement for the commissioner of children,
families and learning to encourage and assist school districts to cooperatively
establish alternative educational services for pupils dismissed from school for
disruptive or violent behavior; repealing a certain provision requiring school
boards to submit copies of sexual, religious and racial violence policies to the
commissioner and the purpose statement for early childhood health and
development screening ARTICLE 3 TEACHERS AND OTHER EDUCATORSEliminating certain
content requirements for the register of licensed teachers maintained by the
board of teaching; eliminating athletic coaches from the definition of
supervisory personnel; consolidating continuing contract and probationary
teachers peer review requirements; clarifying certain requirements for the
termination of head varsity coaches; eliminating the requirement for school
districts to report staff development results to the commissioner of children,
families and learning; eliminating the per year limit on the employment of
teacher residents and certain references to practice teachers; eliminating the
requirement for the board to consult with the teacher mentoring task force
relating to approval of teacher mentorship programs; replacing the commissioner
as the designated state official for the interstate agreement on qualifications
of educational personnel with the executive secretary of the board; specifying
certain renumbering and cross reference change instructions to the revisor of
statutes; repealing the authority of persons holding a general teaching license
to teach English as a second language (ESL), certain requirements for assessment
professionals, the requirement for teachers to keep a register of pupil
attendance, the purpose statement for research on the effectiveness of different
teacher education program structures and certain provisions providing for
teacher centers and the administrators academy ARTICLE 4 SCHOOL DISTRICTS; FORMS
FOR ORGANIZINGEliminating the program focus requirements for area learning
centers; repealing the purpose statement for the establishment of education
districts and certain school district cooperation and combination requirements
ARTICLE 5 SCHOOL DISTRICT POWERS AND DUTIESClarifying the general authority of
school boards; eliminating certain duties of the commissioner of children,
families and learning relating to site decision making agreements; clarifying
certain qualification requirements and duties of school principals; eliminating
the requirement for school districts to inventory textbooks and individualized
instructional materials provided to nonpublic schools, certain references to
schoolhouses and certain requirements for students to demonstrate achievement of
school bus safety training competencies; repealing certain provisions relating
to the authority of school boards to authorize the removal of unauthorized
vehicles from school property, to provide library facilities, to establish and
maintain summer school programs and to furnish school lunches for students and
teachers, penalties for refusal to serve on a school board after election and
for the failure of school district employees to file certain reports,
agricultural education and school site visits by school boards ARTICLE 6 -
EDUCATION PROGRAMSClarifying the age requirement for kindergarten instruction
eligibility; eliminating the counseling services requirement under the
post-secondary enrollment options (PSEO) program; changing charter school
purposes to expected outcomes; removing certain provisions under the school milk
program relating to program participation encouragement; modifying and
clarifying the purpose of the Minnesota youth works act, changing purposes to
expected outcomes, modifying certain grant application requirements and
eliminating certain authority of the commission on national and community
service; modifying certain goals of the education and employment transitions
program; eliminating certain requirements of youth apprenticeship agreements;
expanding location options for limited English proficiency (LEP) programs for
nonpublic school pupils; eliminating the office of desegregation integration and
transferring duties to the commissioner of children, families and learning;
modifying certain program development requirements of the Minnesota academic
excellence foundation; specifying certain renumbering and cross reference change
instructions to the revisor of statutes; repealing the limited application of
the open enrollment program, the purpose statement under the first grade
preparedness program, the legislative findings under the school milk program,
the comprehensive youth apprenticeship program and the Minnesota local
