certain percentage of sales and use tax revenues for natural resource purposes;
establishing the wildlife and fish enhancement account in the game and fish fund
and a wildlife and fish enhancement account review committee to review spending
plans for appropriations from the account, specifying membership requirements
and duties; requiring the commissioner of natural resources (DNR) to submit
spending plans and semiannual progress reports based on recommendations of the
