2E Relating to energy; authorizing political subdivisions or local governments
to plan, develop, purchase, acquire, construct and own a community based energy
development (C-BED) project and sell the output; authorizing counties to own,
construct, acquire, purchase, issue bonds and certificates of indebtedness and
to maintain and operate a wind energy conversion system and authorizing counties
to enter into agreements to purchase and sell electricity from a wind energy
conversion system; providing for the financing of energy purchase contracts and
participation in generation and transmission projects, providing for county
joint acquisition of interests in projects, authorizing counties to levy ad
valorem taxes
