licensure examination and meeting certain applicant requirements to be granted a
limited general dentist license by the board of dentistry; requiring the
commissioner of human services to conduct a study on alternative approaches to
offering dental coverage to public programs enrollees resulting in improved
quality, improved access and cost savings, requiring a report to legislature by
a certain date
