Prohibiting the use of family planning grant funds to subsidize abortion
services or administrative expenses; prohibiting organizations receiving family
planning grant funds from engaging in certain referral services, from displaying
or distributing marketing materials relating to abortion services and from
promoting the legality or accessibility of abortion; restricting affiliation
with organizations providing abortion services, specifying certain organization
independence, financial records maintenance and independent audit requirements;
authorizing organizations receiving federal title X funds to perform the
services required for receipt of the funds; severability clause (mk)
