services for children, including certain emergency, family community, day
treatment, therapeutic support of foster care, professional home based family
treatment and mental health crisis services, to develop a plan for and comply
with requirements before using a restrictive procedure with a child; specifying
certain restrictive procedure plan filing and availability requirements;
defining certain terms; requiring parental consent and notification; specifying
certain prohibitive actions and procedures; specifying administrative review
requirements of restrictive procedures; requiring training for staff; specifying
certain requirements for a school or school district certified to provide full
year round therapeutic services and supports benefit and uses restrictive
procedures; specifying certain annual report reporting requirements; authorizing
counties to contract with hospitals to provide chemical use assessments for
emergency room patients under certain conditions; requiring the commissioner of
human services to convene a work group to develop recommendations to meet the
acute mental health needs of children, adolescents and adults, requiring a
report to the legislature by a certain date; requiring additional data reporting
to determine substance abuse treatment effectiveness
