Requiring a Hennepin county board priority under the environmental response fund
to projects reclaiming polluted land for housing and for remediation projects
with limited funding from other governmental or private sector sources;
requiring the board to annually solicit proposals from private sector developers
and organizations for qualifying projects and to prepare annual reports on the
amount of revenues generated by the county deed and mortgage tax and
expenditures made by the fund; repealing the expiration date of the Hennepin
county deed and mortgage tax (ra)
