E Establishing the division of insurance fraud prevention in the department of
commerce, specifying powers and duties; providing for the inspection of
evidence, documentation and related materials from outside of the state and for
the confidentiality of division data; specifying certain records and information
maintenance and annual report requirements; creating the insurance fraud
prevention account and appropriating money in the account to the commissioner of
commerce for fraud prevention purposes; defining or redefining certain terms
under certain insurance fraud prevention provisions; expanding the provision
authorizing the release of certain information for fraud investigation purposes
to insurance transactions; providing for notice to and cooperation with the
division for relevant information disclosure purposes, providing for the tolling
of certain notice time periods under certain conditions; authorizing the
division to establish a voluntary fund to reward persons not connected with the
insurance industry providing information or furnishing evidence leading to the
arrest and conviction of persons responsible for insurance fraud; imposing a
penalty for knowingly or intentionally interfering with investigations or
enforcement; creating the crime of the employment of runners, cappers or
steerers to procure clients at the direction of or in cooperation with health
care providers intending to perform or obtain services or benefits under or
relating to automobile insurance contracts, public media exemption, imposing
penalties for violation, charges for services of health care providers violating
the prohibition to be noncompensable and unenforceable; transferring the powers
and duties of the department of labor and industry fraud investigation unit to
the division of insurance fraud prevention in the department of commerce,
repealing the fraud investigation unit; retroactively repealing a certain
recently enacted provision expanding or clarifying the prohibition on insurance
