birth and adoption leave program to provide paid parental leave from employment
to eligible employees; requiring funding of the program through an employer
assessment under the reemployment insurance (unemployment compensation) program,
providing for determination and collection of the special assessment and
disbursement of special assessment funds, requiring the crediting of money
collected to a special account to be known as the birth and adoption leave fund
to provide for the program; specifying eligibility for the leave benefits
relating to the reemployment insurance program, requiring application to the
department of economic security and providing for payment of the benefit amount
