Subjecting administrative law and workers compensation judges in the office of administrative hearings to certain ethical standards for court judges; requiring the chief administrative law judge to provide training to administrative law and compensation judges on requirements of the code of judicial conduct and to apply the code to actions; authorizing administrative law and compensation judges to mediate, arbitrate or take other appropriate action on matters referred to the office of administrative hearings by the federal or state judicial branch or by the workers compensation court of appeals; requiring the office to include in official files tape recordings of hearings and return the files and recordings to the agencies or entities requesting the hearings (mk)
