2E Modifying certain provisions regulating lawful gambling; authorizing
available money apportioned for the Arabian breed to be distributed to resident
owners racing at licensed state racetracks or racetracks of border states;
defining or redefining certain terms including the definition of lawful purpose;
requiring certain licensed organizations to carry forward a certain amount and
requiring balance use for future negative expense balance offset at time of
license renewal; clarifying electronic bingo devices rule requirements;
prohibiting board members, director and employees from purchasing any chance in
a lawful gambling game, exception for investigations; providing for
reimbursement of excess expenses as a condition for license, allowing board to
impose by rule sanctions or penalties for excess expenditures; reducing the bond
requirement for linked bingo game license applicants; modifying linked bingo
game employees, representatives, agents and affiliates prohibitions; authorizing
the board to refuse to issue any authorization, license or permit for
incomplete, false or inaccurate reports or applications; modifying certain
employment restrictions on pull tab and tipboard sellers; modifying bingo card
and sheet provisions; eliminating the prohibition of linked bingo games at bar
bingo occasions; authorizing the gambling control board to permit pull tab games
with multiple seals and cumulative and carryover prizes; authorizing the board
to permit pull tab games with winners determined by other methods; modifying
conduct of raffles provisions; modifying bingo organization lease or ownership
premises provisions; authorizing organizations to transfer the amount of taxes
related to the conduct of gambling to the general account at the time taxes are
due and payable; clarifying electronic payment provisions; specifying maximum
pull tab cumulative or carryover prizes; requiring the commissioner of revenue
and the executive director of the gambling control board to conduct a
feasibility study pertaining to consolidation and automation of reporting
requirements for lawful gambling activities and report to the legislature and
the governor by a certain date
