Proposing an amendment to the Minnesota constitution, article XIV to increase
the percentage of motor vehicle sales tax proceeds required to be deposited in
the highway user tax distribution fund; increasing the tax on gasoline and
special fuels and requiring the commissioner of revenue to annually adjust the
rates for inflation, requiring revenue credited to the trunk highway fund from
gas tax rate adjustments to be credited to the bond proceeds account in the
fund; appropriating money to the commissioner of transportation (DOT) and
authorizing the issuance of state bonds for projects to relieve bottlenecks in
the metropolitan area and for at risk interregional corridors outside the
metropolitan area (mk)
