Relating to energy; requiring the commissioner of commerce to operate or
contract to operate an annual prepurchased delivered fuel program; requiring the
commissioner upon determination of sufficient funds to purchase a certain
percentage of liquid propane fuel consumed by low income home energy assistance
program recipients; authorizing the commissioner to establish a hedge account;
providing for purchase of fuel oil with any remaining funds; requiring the
commissioner to issue annual reports on the web site and in print, specifying
report content requirements
