5E Relating to animals; authorizing statutory and home rule charter cities to
adopt an ordinance to permit food and beverage service establishments to allow
dogs to accompany persons patronizing designated outdoor areas of food and
beverage service establishments, prohibiting dangerous and potentially dangerous
dogs, preventing the ordinance from prohibiting food and beverage establishments
from banning dogs, requiring a permit process, specifying minimum requirements,
providing for service animals, requiring the ordinance to include a definition
of designated outdoor area consistent with rules adopted by the commissioner of
health; modifying provisions regulating dangerous dogs, defining the term
provocation; modifying certain dangerous dog registration provisions;
transferring registration and enforcement responsibilities from counties to
animal control authorities; eliminating the requirement for the commissioner of
public safety to provide by rule for design of dangerous dog tags; requiring
owners to disclose dog relocation addresses, requiring dog sterilization within
a certain period of time; providing for disposition of seized animals, providing
for a right to a hearing, providing for posting of a security, requiring notice
of declaration of dangerous dog; specifying restrictions on dog ownership,
providing for review; prescribing penalties; modifying circumstances requiring
