psychopaths or sexually dangerous persons convicted of a subsequent crime;
requiring the commissioner of corrections in consultation with the commissioner
of human services, the attorney general, the chief justice of the supreme court
and the sentencing guidelines commission to by a certain date report to the
legislature on a plan for establishment of a sex offender policy and management
oversight group to monitor, review and evaluate the state system of response to
