Requiring public utilities to provide local government units owning +or
operating on site distributed generation in parallel with the utility+ the
option of purchasing maintenance, interruptible, supplemental and +backup
electric power service from the utility on the basis of reserved +capacity and
payment of related reservation fees, available replacement capacity +and energy
at market prices or available replacement capacity and energy from +other
utilities interconnected to the regional transmission system serving +the
utility; requiring the public utilities commission (PUC) to adopt +rules by a
certain date governing the right of local government units to +exercise the
different options (ra)
