Relating to state government ARTICLE 1 PUBLIC SERVICE ABOLISHEDAbolishing the
department of public service and transferring powers, duties, responsibilities
and personnel of the department to the public utilities commission (PUC), the
office of strategic and long range planning and the departments of agriculture,
transportation (DOT) and labor and industry; abolishing the positions of
commissioner, deputy commissioner, assistant commissioner and executive
assistant; superseding a certain reorganization order of the department of
administration transferring certain powers and duties of the department of
public service to the department of commerce, requiring reallocation of
responsibilities transferred to the department of commerce by the reorganization
order and prohibiting the executive branch from retransferring responsibilities
transferred according to the above provisions ARTICLE 2 CONFORMING
AMENDMENTSMaking conforming amendments to certain statutory provisions relating
to the transfer of duties relating to energy policy from the department of
public service to the office of strategic and long range planning, highway
illumination to the department of transportation (DOT), railroad employees to
the department of labor and industry and public utilities and telephone
companies to the public utilities commission; replacing the commissioner of
public service as a member of the environmental quality board (EQB) with the
chair of the PUC as a nonvoting member; specifying certain term change and
