the pollution control agency (PCA) and the commissioner of health in
establishing or revising water quality or safe drinking water standards;
requiring either commissioner upon finding an inadequate standard to establish a
risk standard satisfying the requirements or upon the inability to determine the
adequacy of a standard to identify methods to minimize or prevent exposure to
