general eligibility requirement relating to household income; +modifying the
basis for calculation of the parent fee and specifying a minimum fee +for
certain families; increasing the payment rate for legal nonlicensed +family
child care providers; requiring the payment of provider rate bonuses +for
accreditation to family child care providers or child care centers; +requiring
the commissioner of education to establish maximum child care +provider
reimbursement rates at a certain level and child care assistance +parent fees
based on a certain copayment fee schedule in a certain rule; +appropriating
money to the commissioner for basic sliding fee and MFIP (Minnesota +family
investment program) child care assistance and for child care +development
grants; repealing certain prior parent fee schedule and eligibility
