E Relating to public lands; authorizing the commissioner of natural resources
(DNR) to acquire permanent stream easements for angler access, fish management
and habitat work and providing for payment and for market value, requiring
commissioner periodic review of easement payment rates for current shoreland
market values reflection determination purposes; extending the Casey Jones state
trail to certain additional portions of Murray and Pipestone counties including
Lake Shetek state park and to Walnut Grove in Redwood county and providing for
development of the trail as a multiuse multiseasonal dual treadway trail;
establishing the Cuyuna Lakes state trail in Crow Wing and Aitkin counties as a
multiuse multiseasonal dual treadway trail; increasing the size of tracts or
parcels of tax-forfeited land bordering public water originally withdrawn from
sale allowed to be sold without the approval of the commissioner; authorizing
the continuation and improvement of substandard structures located in the lower
St. Croix national scenic riverway; adding certain lands to Crow Wing state park
in Crow Wing county and to Myre-Big Island state park in Freeborn county;
deleting certain lands from Big Stone Lake state park in Big Stone county;
adding certain lands to Richard J. Dorer memorial hardwood and Pillsbury state
forests and to Big Bog state recreation area in Beltrami county; adding and
deleting certain lands to and from Cuyuna country state recreation area in Crow
Wing county; authorizing and providing for the private sale of certain surplus
state land in Big Stone county to the township of Prior, the public sale of
certain tax-forfeited land bordering public water in Douglas county, the public
sale of certain trust fund land bordering public water in Itasca county, the
private or public sale of certain surplus state land and buildings bordering on
public waters in Kandiyohi county to the city of New London, the exchange of
certain forest land bordering public waters in Lake of the Woods county, the
public sale of certain tax-forfeited land bordering public water in Meeker
county, the private sales of certain surplus state land in Morrison county, of
certain state wildlife land in Otter Tail county and of certain tax-forfeited
land in Ramsey county, the conveyance for no consideration certain surplus state
land bordering public water in Ramsey, Stevens and Carlton counties to the
university of Minnesota board of regents, the public sale of certain school
trust land bordering public water in St. Louis county, the private and public
sales of certain tax-forfeited lands bordering public waters in St. Louis
county, the public sale of certain state wildlife management area land bordering
public waters in Scott county, the private sale of certain surplus state lands
in Sherburne county and of certain tax-forfeited land in Washington county and
of certain surplus state land in Winona county and for the reconveyance of
certain land in Itasca county to the city of Big Fork; authorizing and providing
for the commissioner of transportation (DOT) to convey certain land in Buffalo
county in the state of Wisconsin to the state of Wisconsin and certain surplus
land to the city of Wabasha; limiting a grant to Cotton township for
implementation of a flood hazard mitigation project; requiring the commissioner
of natural resources to maintain an existing public access to Lac qui Parle Lake
adjacent to highway 40 in Chippewa county and to amend a certain rule describing
