for child care programs purposes; eliminating certain rulemaking requirements of
the commissioner of children, families and learning relating to authorizing
county and human services boards to establish policies for the payment of child
care spaces for absent children; modifying the early childhood family education
(ECFE) and school readiness aids reduction formulas; reducing the school age
care levy limit; repealing a certain biannual child care services reporting
requirement of the commissioner and a certain prior appropriation to the
commissioner from certain child support collection payments for child care
assistance ARTICLE 2Reducing the match requirement for parenting time center
grants eligibility purposes and making a technical correction to a certain prior
appropriation to the commissioner of children, families and learning for the
grants ARTICLE 3Requiring the commissioner of children, families and learning to
adopt rules to implement certain provisions providing financial assistance for
community action agencies; increasing the total community education levy
formula; authorizing adult basic education consortiums providing approved adult
basic education programs to act as fiscal agents for eligibility to receive
