Relating to education; modifying the debt service equalization aid +program to
encourage sound historic preservation and cost efficient remodeling +projects by
school districts; authorizing and providing for the commissioner of +education
to examine and evaluate plans to remodel facilities and compare the +expected
cost of remodeling against the likely costs of new construction, +authorizing
the commissioner to qualify cost effective remodeling projects for +enhanced
debt service equalization aid; prohibiting the state or local +government units
from using public funds to promote or defeat a ballot question, +subjecting
persons intentionally violating the prohibition to personal liability+ and a
civil penalty, authorizing actions for enforcement purposes, +requiring office
