E Relating to natural resources; expanding the definition of private aquatic
life under the aquaculture development act to turtles; expanding the crime of
littering in state parks to the deposit of cigarette filters; delaying the
restriction on the authority of the commissioner of natural resources (DNR) to
produce tree planting stock; cancelling permits to cut and remove timber sold at
public auction not signed by the purchaser within a certain number of days of
the date of purchase, requiring forfeiture of the down payment to the state;
modifying a certain provision providing for an alternative to bond or deposit
requirements for the permits; creating a prairie chicken hunting license;
requiring the commissioner to determine the establishment of an open season and
the number of licenses to be issued, specifying license eligibility and
application requirements, fee; authorizing the commissioner to conduct a
separate selection for a certain percentage of the licenses to be issued in an
area, specifying eligibility requirements; authorizing the commissioner to
prescribe requirements for the tagging and registration of prairie chickens;
providing for commissioner issuance of lifetime archery deer hunting licenses;
creating certain additional classes of turtle licenses including a recreational
turtle license and a sellers apprentice license, specifying fees and modifying
certain license requirements and prohibited taking methods; prohibiting
interference with commercial or recreational turtle operations; authorizing
commissioner rules and restrictions necessary for the conservation of turtles;
modifying certain limits on the taking of snapping turtles, and eliminating the
authority of the commissioner to issue permits to take turtles with the use of
artificial lights in designated waters; authorizing and providing for nonprofit
organizations to charge a fee for admission to fundraising events with game
donated and served for consumption on the premises, specifying certain
requirements for the donated game and certain recordkeeping requirements of the
organizations; requiring the commissioner to enter into an agreement with a
statewide nonprofit trappers association to conduct a trapper education program,
specifying certain program content requirements, prohibiting the charging of a
fee; expanding the type of ammunition allowed to be used in a certain firearm
for big game hunting; prohibiting the shining of lights on fenced agricultural
land containing cattle and restricting spotlighting onto residential property or
building sites from moving motor vehicles during nighttime hours; changing the
provision providing for resident all season buck licenses to all season deer
licenses and authorizing the taking of an anterless deer in addition under the
license, fee; restricting the use of motorized decoys on public waters;
authorizing the commissioner to restrict the taking of fish on waters posted as
licensed private fish hatcheries or aquatic farms, specifying criteria for
posting determination purposes; authorizing the commissioner to issue additional
fishing contest permits for certain larger bodies of water under certain
conditions; granting the commissioner certain enforcement authority relating to
the illegal gathering, harvesting, planting, transplanting or destruction of
aquatic vegetation or organisms, authorizing the commissioner to require
restoration or replacement of vegetation lost due to illegal activities,
authorizing requests for review and appeal, imposing certain surety bond
requirements on persons or entities other than public authorities demanding a
public hearing and specifying certain filing time limits, authorizing
commissioner waiver of the bond requirement and providing for the payment of
hearing costs; imposing a penalty for violation of orders relating to aquatic
plant harvesting permits; authorizing the St. Louis county auditor at the
discretion of the county board to sell timber from tax-forfeited lands to the
highest bidder; specifying the effect of the repeal of a certain rule
authorization relating to turtles; requiring the commissioner to submit a
proposal to the governor and legislature by a certain date to review the aquatic
plant control permit program and requiring a study and report to the legislature
by a certain date on the citation authority of nonconservation officers compared
to conservation officers; requiring the commissioner to establish a motorized
trail task force to review, advise and provide recommendations on use and
management of off-highway vehicles on state forest lands, specifying certain
task force membership representation requirements and duties and requiring a
report of recommendations to the commissioner and the legislature by a certain
date; repealing the authority of the commissioner to lease state lands for the
cultivation and harvesting of decorative trees and certain experimental trout
