Regulating telephone sales or solicitation calls (telemarketing); providing for
telephone subscriber placement on a no sales solicitation calls listing by
notice to the department of commerce, providing for annual renewal; requiring
the department to periodically update the no call list; providing for access to
the list by telephone solicitors, fee, requiring crediting to an account in the
special revenue fund and appropriating money in the account to the commissioner
of commerce for administrative expenses; authorizing the commissioner to
contract with an agent for establishment and maintenance of the list;
prohibiting solicitation calls to telephone numbers on the no call list and
interference with caller identification (ID) services; requiring the
commissioner to include Minnesota subscribers on a national no call list
maintained by the federal communications commission (FCC) on the state list;
classifying and restricting the release of information contained in the list;
specifying certain customer notice requirements of telephone companies; granting
the commissioner certain enforcement powers; violations to be a deceptive
