E Requiring the health related licensing boards administrative services unit to
establish a temporary volunteer health care provider program to facilitate the
provision of health care services through eligible health care facilities and
organizations to uninsured or underinsured persons, defining health care
services and health care facility or organization; specifying certain facility
or organization program participation eligibility requirements, requiring
registration with the administrative services unit, liability insurance and
certain agreements; requiring and providing for health care provider
registration with the administrative services unit for protection as a state
employee against claims resulting from the provision of unpaid health care
services through the program, specifying certain agreement and certified
statement requirements, specifying the duration and providing for renewal,
authorizing administrative services unit suspension or revocation of or
conditions on eligibility for cause; requiring applicable state licensing boards
to immediately notify the administrative services unit of the initiation of
contested cases against registered health care providers or the imposition of
disciplinary action; designating health care providers providing health care
services under the volunteer program as state employees for tort claims purposes
under certain conditions; appropriating money to the unit to pay for legal costs
incurred by the attorney general in defending participating health care
providers against civil actions, authorizing applicable licensing board fee
adjustments to compensate the special revenue fund for amounts paid, exempting
the boards from liability for payment of awards or settlements resulting from
