2E Relating to state and local government; establishing the commission on
service innovation; prescribing membership; specifying commission organization,
reporting requirements and commission expiration; authorizing two or more
contiguous counties to propose a home rule charter commission; specifying
certain duties, membership and election requirements and providing for adoption
of charter; defining home rule charter county; providing for the reestablishment
of the board of innovation; specifying
membership, duties, terms and staffing,
allowing local government units and the state to request rule and law waivers
from the board and specifying application, review process, hearing, agreement
conditions, enforcement and data access; providing service budget management
model grants, cooperation planning and service sharing grants for local
governmental units; requiring scoring system use in determining awards receipt;
allowing the board to require grants repayments; appropriating money to the
board of innovation for start up costs; repealing state auditor rule and law
waiver requests
